The Nigerian National Petroleum Corporation (NNPC) said from January 2016 till date, government lost 7 billion dollars (N2.1 trillion) to the activities of militancy groups and oil pipeline vandals in the Niger Delta region.
The Group Managing Director of NNPC, Dr Maikanti Baru, said this on Friday in Abuja at the 2016 Fiscal Liquidity Assessment Committee Retreat.
Baru made a presentation on "Global Oil Prices, Militancy and Terrorism and its Impact on Government Revenue in Nigeria''.
He said that apart from security challenges in the region, politics, judiciary, oil prices and production cost continued to impact negatively on the oil industry.
"Over 7000kpd of crude oil has been lost due to vandalism this year. A bulk of the loss is from JV assets.
"This implies that 60 per cent of oil production lost is NNPC-FGN equity.
"At an estimated price of 45 dollars per barrel, the total 2016 revenue loss to the Federation Account translates to about 7 billion dollars.
"This is money that the government could have used to achieve major infrastructural milestones.
" This loss is equivalent to a new 7,000mw power plant; new 350kpd refinery; over 30 per cent of National budget; and a new 1,700 kilometre pipeline,'' Baru said.
To resolve this, Baru said the NNPC planned to increase security of oil and gas assets, improve its community social responsibility and the Amnesty programme.
He said the NNPC planned "to renegotiate terms of Production Sharing Contract with deep offshore operating companies because with the current agreement, only 17.7 per cent of total revenue comes to government''.
The Minister of Finance, Mrs Kemi Adeosun, said that the ministry had succeeded in reducing Federal Government's monthly wage bill from N165 billion to N142 billion by eliminating 33,000 ghost workers.
Adeosun, represented by the Head of the Efficiency Unit at the Ministry, Mrs Patience Oniha, said that the ministry had discovered that it could also save money by reviewing government's procurement processes.
She said that through the Efficiency Unit, the ministry had succeeded in negotiating huge discounts for government officials travelling on local and international flights for official assignments.
Adeosun said that the ministry had also been able to save cost by banning sitting allowances, souvenirs at government's functions and unnecessary adverts which had contributed to the high recurrent expenditure in government.
Mrs Adanna Oluebube, a Nutritionist at the National Hospital, Abuja, on Friday said cucumber can serve as a healthy diet in building up skin cells and removal of toxic waste from the human body.
Oluebube told the News Agency of Nigeria (NAN) in Abuja that cucumber was suitable for digestive health and highly beneficial in stress management.
"Cucumber is an edible vegetable fruit which comes from the cucumber plant and belongs to the same plant family of water melon and can be eaten raw or cooked.
"True beauty comes from the inside, the consumption and application of cucumber helps hydrate the skin and provides healthy skin cells, nails as well as hair,'' she said.
Oluebube explained that health and beauty of the skin depended on the purity of the blood than on the application of cosmetic products.
She stated that slices of cucumber placed on the eyes could help in reducing swellings, puffiness and tiredness around the eyes after a long day work.
The expert explained that the skin absorbed water from the cucumber into the skin leaving it smooth and soft.
She stated that the consumption of cucumber cleansed the blood stream from toxic waste, keeps the skin hydrated and regulates the body's inner temperature.
The nutritionist noted that cucumber could help support digestive health with a high water content of 95 per cent and fibre which facilitate the movement of facieses through the intestine.
She added that regular consumption of cucumber managed stress with multiple vitamin B content.
She said that it could help ease feelings of anxiety and further eliminate waste substances from the blood stream through the urine or skin.
According to her, cucumber relives the skin of sunburn and mild skin irritation, saying that it could also be prepared as juice.
She recommended local application of the vegetable to people with skin disorders such as eczema and dermatitis, among others, by applying it naturally on the affected part of the skin.
On the health benefits of lime and lemon, Oluebube said both could be used as cleanser for beauty therapy recommended for oily skin.
She said that it could be used as a preventive measure against pimples and acnes.
Oluebube stated that lime and lemon juice could be taken first in the morning before breakfast.
She said it cleanses the intestine and reduces the sugar level in the body as well as weight reduction.
However, Oluebube cautioned ulcer patients not to drink lime juice in an empty stomach, as it could cause burning sensation, but could make fruit salad having a mix of varieties of fruits.

Alhaji Lai Mohammed, the Minister of Information and Culture, has debunked report in the social media that N3.4 billion was budgeted for the national reorientation campaign " Change Begins With Me."
The minister spoke on Friday in Asaba at the opening of the National Council on Information.
He said that the report was a ruse and a good example of challenges posed by democratisation of the technology of information dissemination.
He clarified that the imaginary figure of the N3.4 billion was more than the overall annual budget of the ministry which he said was less than N2 billion.
"Anyone can wake up and decide to become an online newspaper publisher, an online television station owner, an online radio station operator, a purveyor of news, photographs and videos.
"They use the numerous social media platforms like Facebook, Whatsapp, Skype, Twitter and Instagram just to mention a few.
"They spread whatever information that catches their fancy without engaging in the rigours of accuracy, fact-checking and fairness imposed by the traditional media.
"But there is another problem: They have their own public, and this public believes whatever information they put out," he said.
The minister said the matter is worsened by the traditional media and seasoned writers who regurgitate the falsehood without cross checking the facts.
The minister also faulted the falsehood being peddled in the social media on dropping and swapping of ministers by the President.
"Ministers are daily being dropped on the social media.
"Many of us now wake up to read that we will be dropped as ministers or have our portfolios changed.
"Even our families and friends believe what they read or hear in the social media than what we tell them," he did.
The minister urged government media managers not to despair by the development, but up their game by keying into the same evolving new information and digital technology.
He urged them to train their personnel on new technology and acquire state-of-the art technology as well as deploying uncommon commitment and passion to what they do.
The minister noted that ministers or commissioners in charge of information, and all other stakeholders in the business of government information management, are the true agents of change.
He said that as agents of change they must understand and sustain the concept through the "Change Begins With Me" campaign, aimed at "bringing back those time-tested values that once defined us as a people.".
The minister thanked Gov. Ifeanyi Okowa of Delta, members of his Executive Council and the people of the state for the hosting of the meeting.
The 46th meeting of the National Council on Information has the theme '`Leveraging on Information and Digital Technology to Sustain the Change Agenda of Government.''
It is being attended by commissioners of information from the 36 states and the FCT and critical stakeholders in the government information circle, including heads of federal and state governments media organisations.
Ondo State Governor, Dr. Olusegun Mimiko, on Friday met behind closed doors with President Muhammadu Buhari over the political development in the state that saw the Independent National Electoral Commission recognising Mr. Jimoh Ibrahim as the candidate of the Peoples Democratic Party in the forthcoming governorship election.
Mimiko who spoke with State House correspondents afterwards said that he decided to visit the Presidential Villa, Abuja to intimate the President of the imminent danger in the decision which he described as injustice to the people of the state.
The governor admitted that he was shocked because the development had no basis in law or politics.
"I am shocked. In logic, in law, in politics, there is no basis for this decision whatsoever," the governor said.
He explained that the court order upon which the INEC based its decision was about zonal and state executives of the PDP and was not about the 2016 election.
While saying that Ibrahim and Eyitayo Jegede were not parties to the suit, the governor said the INEC initially took the right decision by making it clear that it was not state or zonal executive that was empowered by the Electoral Act to conduct election.
He said while the INEC and security agencies monitored the party's primary elections that produced Jegede in Akure, Ibrahim decided to hold his primary in Ibadan, the Oyo State capital when there was no threat to peace in Akure.
Mimiko said his camp would have disregarded the Justice Okon Abang's judgement that ordered INEC to recognise Ibrahim but for an information given to him that the commission would only act on the last order on the matter.
Based on this, he said his camp appealed the judgement, saying the notice of appeal should naturally have served as a stay of execution.
He said they therefore approached the court and got two orders mandating INEC not to replace Jegede's name.
According to him, while one of the judgements was served on the commission at about 10am on Thursday, the other was served at about 3pm.
He added, "Only around 7 or 8 pm (on Thursday), we got to know that INEC for no justifiable reason had substituted the name of Jegede and replaced it with that of Ibrahim.
"The question to ask is on whose order has INEC done that?" asked Mimiko.
Continuing, he said, "Apart from the fact that we have two restraining orders on INEC, the commission knows full well that Jimoh Ibrahim's primaries was in Ibadan.
"There was no report by security agencies that the security situation in Ondo State warranted the movement of the primaries to Ibadan or anywhere outside the state for that matter.
"Under INEC's guidelines, the time for substitution of candidates has even elapsed."
Mimiko said he decided to meet Buhari to inform him that the INEC's decision had the potential of setting the state on fire.
He said, "This action potentially can cause a breach of peace. In Ondo State in the last seven and half years, we have done everything possible to put good governance on the table and promote peace.
"We see this action as potentially dangerous. It can cause conflagration in the state and that is why as the Chief Security Officer of the state, I have come to alert Mr. President of the potential danger of this injustice so that we can nip it in the bud."
He said Buhari had assured him that he would look into the issue with a view to ensuring that where there is injustice, it would be rectified.

Mr John Oyegun, the National Chairman of All Progressives Congress (APC), says God sent President Muhammadu Buhari to save Nigeria from collapse.
Oyegun made the observation in Sokoto on Friday when he declared open a three-day retreat organised by the Kano State Chapter of the party for its officials and stakeholders on political party management. Oyegun said: "Buhari was God-sent at the most crucial time in Nigeria's history.
" He inherited a comatose economy and he has been strenuously working to deliver on his campaign promises centred on the economy, security and fighting corruption.
"Insurgency has been tamed, while the issues of militancy and other related security challenges were being diligently attended to by the President."
Oyegun also said that the president was being so " frugal" with every kobo that accrued to the nation, saying that the economy would soon bounce back.
The party national chairman said that no sane and patriotic Nigerian would be pessimistic about the way Buhari was uniquely tackling corruption.
"Buhari is generally working tirelessly to make Nigeria a better place for all Nigerians," he said. Oyegun stressed the need for internal democracy as well as ensuring the supremacy of the party. Kano Gov. Abdullahi Ganduje said that the retreat was organised for stocktaking on the achievements, problems and to chart the way forward.
Ganduje said that APC in Kano was still united and indivisible. Gov. Aminu Tambuwal of Sokoto State said the retreat would help to keep the party on the right track.
Tambuwal said:" This is to ensure that government is properly adjusted in the interest of the common people." Alhaji Kawu Sumaila, the Senior Special Assistant to the President on National Assembly Matters, restated that governors of the party were its due leaders in the states.
The Chief Whip of the House of Representatives, Alhaji Alhassan Doguwa and a Chieftain of the party in the state, Alhaji Bashir Tofa, commended the wisdom of organising the retreat.
The Zonal Vice Chairman of the party, North West, Alhaji Inuwa Abdulkadir, said that the retreat was the first of its kind organised by any of the state chapters of the party.

The commendation was made by Chairman, CEED, Hon Uchechukwu Chukwuma, while emphasising the need to make agriculture sector attractive and lucrative for young people to venture into as a means of livelihood and prosperity irrespective of their background.
Chukwuma said: "The youth in Nigeria has the potential to drive all sectors of the economy with their number and strength coupled with their readiness to explore opportunities made available to them.
"The recent development disclosed by the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, on the Agriculture City at Kerkete Village in Kwali Area Council of the Federal Capital Territory, FCT, which 15, 000 hectares of land has been acquired for the project is highly commendable and we applaud such initiative to meaningfully engage young people.
"If over 3, 000 youth will be accommodated in this city with all of them being busy with various agribusinesses the economy will greatly improve and food importation will tremendously reduce and also curb social vices in the country."
He also urged the federal government to promptly source for funds and carry along development partners in the project for quick completion, and to avoid being a white elephant project as similar projects by past administrations were abandoned.
"We also appeal to the federal government to promptly release fund for the rapid development of the city because the potential of the farm park is huge and would increase the Gross Domestic Product, GDP, of the economy. Also should seriously carry along development partners for easy funding of the project.
“The government should ensure it does not become a white elephant project as past administrations failed to complete similar projects”, he added.
He also pledged to be part of the project and will be ready to partner with the Ministry to actualise it.
"The Centre for Entrepreneurial Exchange Development, CEED, will partner with the Ministry to ensure the project is actualised within the stipulated time for completion.

Lagos State Governor, Mr. Akinwunmi Ambode on Thursday expressed optimism that the $2.6bn Badagry Deep Sea Port Project would be a major turning point that would go a long way to bring about global growth to Nigerian waters and by extension the nation's economy.
The Governor, who spoke shortly after another successful meeting with the executive management of APM Terminals (Maersk Group), represented by Mr. Morten Engelstoft, CEO designate of APM Terminals in Copenhagen, Denmark, on the advancement of the Badagry Deep Sea Port, said the project would also complement the emergence of Lagos as the fifth largest economy in Africa.
He said the meeting, held alongside Chairman, APM Terminal, Apapa, Chief Ernest Shonekan, was the culmination of a process which begun as far back as 2012 and which has been taken on with renewed vigour by his administration and has thus resulted in this significant foreign investment estimated at over US $2.6billion into Lagos.
"This port and free zone, situated on over 1000 hectares is expected to be the largest deep sea port in Africa upon its completion. The project will include a container terminal, oil & gas services and a liquid bulk terminal, with general cargo and Ro-Ro facilities," Governor Ambode said.
The Governor while lauding the investors for staying the course with the project, expected to generate 500,000 direct and indirect jobs upon completion, pledged his government's commitment to ensuring the interests of the host communities alongside a sustainable regeneration and urban renewal of the area.
Alluding to the fact that the project would be a major infrastructural development to the Badagry axis, Governor Ambode also confirmed that talks are well advanced to reach financial close on Lot 3 of the Mile 2 to Seme 10-lane highway expansion, saying that it would in no small way complement the ongoing Badagry Deep Sea Port Project.
The Governor, who said the Lot 3 would run from Okokomaiko-Badagry-Seme, affirmed the commitment of his administration to providing an enabling environment for businesses to thrive in the State.
On his part, Engelstoft reiterated the Group's commitment to the Badagry Deep Sea Port and assured the Governor that all business streams of the Maersk Group would be involved in ensuring the success of the Project.
It would be recalled that Governor Ambode about three weeks ago in London, met with representatives of APM Terminals led by the Head of Africa, Mr. Peter Volkjaer Jorgensen.
The meeting, held in London also had Country Manager, APM Terminal, Mr. David Skov; Chairman APM Terminal Apapa, Chief Ernest Shonekan; Chairman, Supreme Offshore Limited, Mr. Chidi Ofong; Mr. Koye Edu; Lagos State Commissioner for Commerce, Mr. Rotimi Ogunleye; Permanent Secretary, Lagos Global, Mr. Olajide Bashorun and Country Senior Partner, PricewaterhouseCoopers, Mr. Uyi Akpata.
The Federal High Court, Abuja, on Friday adjourned till Nov. 10 hearing in the case filed by Olusegun Abraham, one of the aspirants of the All Progressives Congress (APC) in the Ondo governorship election.
The hearing was adjourned due to failure of Abraham to serve the orders of the court on one of the defendants Mr Rotimi Akeredolu.
The court had asked Akeredolu to come and show cause why an interim order restraining INEC from recognising him as the candidate of APC in the fourth coming election should not be granted.
Abraham had through an ex parte motion to asked the court to declare the process that produced Akeredolu as governorship candidate of APC as illegal.
This, he said, was on the grounds that it did not conform with the constitution of the party and guidelines set by the party for the primaries.
But the trial judge, Justice Nnamdi Dimgba, had insisted that since the matter was sensitive, it would be fair if all parties to the suit were present in court before the order was made.
At the resumed hearing, Mr Akin Olujimi (SAN), Counsel to Akeredolu, insisted that Counsel to Abraham had not served him with the orders of the court requiring the defendants to come and show cause.
Olujimi told newsmen that because service was not effected, the hearing could not go on.
"That order was not served on Akeredolu. We came here to show cause why he should not grant such an order.
"One of the grounds we relied on was that even that order which the judge gave that we should come and show cause why he should not grant that order has not been served on us.
"We merely heard that such an order was made by the court from one of the parties and that is not the same thing as serving a copy of the order on all the defendants.
"So, the court has asked them to go and serve the 2nd defendant with the order,"Olujimi said.
On his part, Dr Yemi Akinseye-George (SAN), urged the court to dispense with the matter before the election on Nov. 26.
He said if not, the plaintiff would be permanently shut down from participating in the election.
Akinseye-George told pressmen that the defence team was only employing delay tactics in the matter because apparently their case had no substance.

A former Miss Finland has accused U.S. presidential candidate Donald Trump of groping her in 2006 when she was representing the country in the Miss Universe beauty contest.
Ninni Laaksonen told the Ilta-Sanomat newspaper that the Republican presidential nominee had grabbed her behind before she appeared on a television show in New York with other contestants.
"He really grabbed my butt. I don't think anybody saw it but I flinched and thought: 'What is happening?'," Laaksonen was quoted as saying in the newspaper.
The accusation follows a stream of allegations of inappropriate conduct by Trump from other women in the United States which have put pressure on his campaign as he trails in opinion polls ahead of the Nov. 8 election. Trump has denied the accusations.
Laaksonen could not be reached for comment on Friday.
Recently, Jessica Drake, an adult film star and director, became the 11th woman to accuse Trump of inappropriate sexual behaviour.
She also claimed that she was offered $10,000 for Mr Trump to come to her room, which she declined.
She was unable to recall whether it was Mr Trump or a staff member calling on his behalf who proposed the alleged payment to her.
Mr Trump's campaign dismissed her allegations as "totally false and ridiculous", adding "Mr Trump does not know this person, does not remember this person and would have no interest in ever knowing her."
Accompanied by her lawyer Gloria Allred, Ms Drake said the alleged encounter took place at a golf tournament at Lake Tahoe in 2006.
The Akwa Ibom Government has renewed its appeal to the Federal Government to refund the N140 billion it had spent on repair of federal roads in the state.
The State Governor, renewed the appeal on Friday while speaking to Government House Correspondents at Ibom International Airport on arrival from official assignment in Abuja.
Emmanuel said that the refund was necessary to help the state government to add value to its infrastructure consolidation programme now that the dry season was at hand.
The governor said that he would appreciate if the Federal Government would reimburse at least 50 per cent of this amount to the state.
Emmanuel said that he was in Abuja to attend the National Economic Council meeting as well as the Nigerian Governors' Forum.
He said that the National Economic Council and the Nigerian Governors' Forum meetings were successful as far reaching decisions that would ginger the country's development were taken.
The governor commended the Federal Government for granting approval for the Central Bank to introduce the Anchor Borrowers Scheme to assist farmers in the country.
He said that the scheme had assisted the state in the commencement of cocoa production and other agricultural projects.
Emmanuel said that the state was poised to key into the agricultural programmes of the Federal Government to ensure wealth creation and food sufficiency in the country.
"We should thank President Muhammadu Buhari who has given approval for the Central Bank to fund the Anchor Borrowers Scheme which the states have benefitted," Emmanuel said.
He, however, expressed regret that the power sector was in dire need of attention and called on the Federal Government to intervene and save power distribution from imminent collapse.
"There is the need to intervene especially in the area of transmission. States like ours are able to generate, but cannot transmit. It's a problem," Emmanuel said.
Akwa Ibom is currently generating 190 megawatts of electricity from its Ibom Power Plant in Ikot Abasi Local Government area.
A witness, Mr Robert Okonyia, in a land dispute, on Friday told an FCT High Court that Graf Consultants Ltd., gave him the Power of Attorney to act on its behalf. Okoniya made this known when he testified before Justice Salisu Garba in he matter.
The plaintiff, Graf Consultants Ltd., sued the Federal Capital Development Authority (FCDA), Minister of the FCT and Mrs Olushola Idowu for alleged revocation of the its property.
The disputed land is located at the Asokoro District of the FCT. Counsel for FCDA Betty Umegbulem had told the court that it was a practice to revoke any not developed with two years.
Umegbulem said this land had taken more than 15 years and not developed and was allocated to another person. At the resumed hearing, Okoniya told the court during cross examination by by Umegbulem, that the plaintiff gave him the power of attorney in 1999.
"I have been issued with the power of attorney by the plaintiff to handle the matter regarding the land. "The plaintiff was informed by the people in charge of the central location Office of Abuja Geographical Information System (AGIS) because it is system information shown to any land owner in Abuja" he said.
Okonyia said that he did not know the address which the plaintiff supplied to the defendant when he was applying for land. He told the court that the fencing and the erecting of the security post at the land did not require any approval from FCDA.
"When the land was revoked and the FCDA refused to withdraw the revocation letter, the plaintiff reported to the Senate on March 28, 2008. The two other matters before the court in relation to the same land came after the plaintiff's report to the Senate," he said.
He said he had no relationship with the 3rd defendant, Idowu, a former deputy governor of Osun and Minister of state for Defence. Idowu's name was struck out from this suit.
The witness said that there was a consent agreement between the plaintiff and Idowu and that N90 million was paid by her for the inconveniences created by acquiring the land from the bank.
He said the meeting in this transaction was called by the legal unit of the FCDA, the plaintiff accepted the offer and gave the power of attorney to the witness. Objecting, Mr Ikoro Ikoro, Counsel for the plaintiff, drew the attention of the court to the power of attorney.
Okoro urged the court to allow him tender the copy of the power of attorney before the court since the issue of it had occurred at each stage. He informed the court that the document was pleaded and relevant, adding that the defendant counsel had asked for this document as well as proof of the directors.
He said he could tender it from the bar. Umegbelum objected to the tendering of the document, saying that the document was not pleaded nor uploaded.
Ikoro insisted that the document was a certified true copy from the Corporate Affairs Commission. The judge after listening to counsel submissions adjourned till Nov. 22 for ruling on the tendering of the document.
